CACE brings together the voices of over 50 of Chicago’s most impactful human service organizations to advance a common agenda rooted in lived experience, direct service, and on-the-ground expertise. We advocate not only for the people we serve, but also for the strength and sustainability of the organizations that make up the backbone of our city’s social safety net.

Our Advocacy Focus Areas

At CACE, our advocacy work is driven by a commitment to ensure that every community member—regardless of age, ability, or background—has access to the services and opportunities they need to thrive. We work with policymakers, community partners, and families to promote policies that support children, youth, families, and individuals with disabilities. Our advocacy focuses on the following areas:

  • Youth Services & Development: We advocate for programs that provide youth with safe, supportive environments to learn, grow, and develop essential life skills. This includes mentoring, leadership development, and initiatives that foster social and emotional well-being.
  • Afterschool & Enrichment Programs: After school and enrichment programs keep children engaged, safe, and inspired beyond the classroom. We support policies that expand access to quality afterschool programs that promote academic success, creativity, and personal growth.
  • Childcare & Early Childhood Education: Every child deserves a strong start. We champion policies that improve access to affordable, high-quality childcare and early learning programs that set the foundation for lifelong learning and success.
  • Immigrant & Refugee Services: We stand for equitable access to resources for immigrant and refugee families. Our advocacy includes support for legal services, language access, education, and integration programs that strengthen families and communities.

  • Disability Services & Inclusion: CACE works to ensure individuals with disabilities receive the support, resources, and opportunities they need to thrive. This includes advocating for inclusive education, vocational training, and community-based services.
  • Family & Community Support: Strong families are the foundation of strong communities. We advocate for policies that provide families with access to housing, health care, nutrition, and social services that promote stability and well-being.
  • Community-Based Health & Wellness Programs: We support initiatives that address the mental, emotional, and physical health of children, youth, and families, including access to counseling, nutrition programs, and preventive health services.

Our Approach

Collaborative Policy Leadership
CACE’s Public Policy Committee, co-chaired by sector leaders, drives a shared policy agenda through research, relationship-building, and direct advocacy with city, county, and state decision-makers.

Responsive, Rapid Action
We mobilize quickly in response to emerging legislative or budgetary threats and opportunities. When new proposals impact our communities or our workforce, CACE speaks with one voice.

Community-Led Policy Development
Our advocacy is grounded in what our members hear every day—from frontline staff, youth, families, and community stakeholders. We believe those closest to the problem are also closest to the solution.

Partnership with Government & Funders
CACE works with public-sector agencies and philanthropic partners to improve how programs are designed, funded, and delivered. We push for policies that are coordinated, equitable, and accountable.
